GPD Releases Information Regarding Enforcement of Infractions

November 20, 2015

To: All Police

From:Captain R. G. Sigmon, Commanding Officer, Training Division

Subj: Temporary Suspension of Infraction Violation Enforcement

As previously announced, Special Order 2015-12 has been implemented which directs patrol officers to temporarily suspend initiating traffic enforcement activity when the only reasonable suspicion is developed from non-moving infractions limited to equipment violations.  As with all other enforcement actions, discretion must be utilized as we work through this process.  If the observed infraction constitutes a safety hazard, enforcement is not prohibited.  For example, a minor crack in a windshield would not merit our attention, whereas a windshield so badly damaged as to obstruct the operator’s vision would justify enforcement.  If you have any questions or need further clarification, contact your immediate supervisor.

The below infractions are not exhaustive but represent the majority of enforcement activity affected by the Special Order:

Expired Inspection
Fail to Secure Load
Tires treed depth violation
Broken exterior lighting lens  (headlamp, taillamp, turn signal )
No Wipers or Wipers not operable

Headlights covered or tinted
Tail Light Violations
License Plate Light Violation
TV/ Viewers in front of Driver
